[1] These things against the Potidaeans, the Athenians had precontrived presently after the naval battle fought at Corcyra.

[2] For the Corinthians and they were now manifestly at difference; and Perdiccas, who before had been their confederate and friend, now warred upon them.

[3] And the cause why he did so was that when his brother Philip and Derdas joined in arms against him, the Athenians had made a league with them.

[4] And therefore being afraid, he both sent to Lacedaemon to negotiate the Peloponnesian war and also reconciled himself to the Corinthians the better to procure the revolt of Potidaea.

[5] And likewise he practised with the Chalcideans of Thrace and with the Bottiaeans to revolt with them; for if he could make these confining cities his confederates, with the help of them he thought his war would be the easier.

[6] Which the Athenians perceiving and intending to prevent the revolt of these cities, gave order to the commanders of the fleet (for they were now sending thirty galleys with a thousand men of arms under the command of Archestratus the son of Lycomedes, and ten others, into the territories of Perdiccas) both to receive hostages of the Potidaeans and to demolish their walls, and also to have an eye to the neighboring cities that they revolted not.

[1] These precautions against the Potidaeans were taken by the Athenians immediately after the battle at Corcyra .

[2] Not only was Corinth at length openly hostile, but Perdiccas, son of Alexander, king of the Macedonians, had from an old friend and ally been made an enemy.

[3] He had been made an enemy by the Athenians entering into alliance with his brother Philip and Derdas, who were in league against him.

[4] In his alarm he had sent to Lacedaemon to try and involve the Athenians in a war with the Peloponnesians, and was endeavoring to win over Corinth in order to bring about the revolt of Potidaea .

[5] He also made overtures to the Chalcidians in the direction of Thrace , and to the Bottiaeans, to persuade them to join in the revolt; for he thought that if these places on the border could be made his allies, it would be easier to carry on the war with their co-operation.

[6] Alive to all this, and wishing to anticipate the revolt of the cities, the Athenians acted as follows. They were just then sending off thirty ships and a thousand heavy infantry for his country under the command of Archestratus, son of Lycomedes, with four colleagues. They instructed the captains to take hostages of the Potidaeans, to raze the wall, and to be on their guard against the revolt of the neighboring cities.

Diese Vorsichtsmaßregeln trafen die Athener sogleich nach
der Seeschlacht bei Kerkyra, denn die Korinther waren nun schon so
gut wie erklärte Feinde, und Perdikkas 97), des Alexandros' Sohn ^{1 2}
und König von Makedonien, früher Bundesgenosse und Freund, war
ebenfalls zum Feind geworden, weil die Athener sich mit seinem
Bruman sieht doch ein, daß sie ganz direkt großen menschlichen Culturzwecken
dienen und gegen die sittlichen Forderungen nicht verstoßen? der
Schwächere wird zum Anschluß oder zur Unterwerfung aufgefordert, mit der
KriegSandrohiing. Er weiß, was ihm im Weigerungsfälle bevorsteht, und der
Mächtigere ist deßhalb ihn zu bekämpfen gezwungen, weil in den meisten
Fallen ein zweiter Mächtiger auf der andern Seite steht, welcher durch
Einverleibung des Schwächeren an Macht so überlegen zu werden droht, daß
eben daS Gebot der Selbsterhaltung ihm zuvorzukvminen nöthigt. Hierbei
wird weiter kein Recht verletzt, als das Existenzrecht des schwächeren Staates,
das in jedem Fall nur ein temporäres und von den größeren Verhältnissen
(die nicht von uns, sondern von der Gottheit abhängen) n»r in so lange
garantirteS ist, als die umliegenden Staaten von ziemlich gleicher Macht sind.
Welcher von diesen Gleichen unter Gleichen sich zuerst zu größerer Macht
emporschwingt, kann dies aber nur durch höhere sittliche Anstrengung
erreichen, womit eben den höchsten Zwecken der Menschheit und der Gottheit
gedient ist. Daher kommt >eS, daß z. B. das Schauspiel der ausstrebenden
Römischen Macht ein sittlich erhebendes ist. denn es wird hier gezeigt,
was virtus des Menschen vermag. Ganz anders ist es aber, wenn politische
Schwäche um jeden Preis zur Macht gelangen will. „Es ist gewiß sehr in
der Ordnung und ein natürliches Verlangen, daß man sich zu vergrößern
wünscht: und immer werden diejenigen, welche es thun, wofern sie es nur zu
thun vermögen (d. h. die ausreichende Macht dazu besitzen), darum belobt,
oder doch nicht getadelt werden. Wenn sie eS aber nicht vermögen und
doch auf alle Weise thun wollen, da liegt der Tadel und der
Fehler. (Machiavell, Fürst, Kap. Z am Schluß.) Machiavell sieht hier nur
Machtsragen. Macht und Moralität gehen auch heutzutage noch nicht
ganz zusammen, aber wir glauben, es ist nicht zu leugnen, daß heutzutage
das moralische Bewußtsein der Volks-nassen doch schon eine ansehnliche Macht
geworden ist (in Folge der Erfindung GuttenbergS), mit welcher in der
Politik der Neugestaltungen gerechnet werden muß. Da nun politische Schwäche,
so gut wie individuelle, sich hauptsächlich unmoralischer Mittel
«Zweideutigfett, Lüge, Betrug» bedienen muß, wenn sie rasch emporkommen will, so
beleidigt sie dadurch die Macht des sittlichen Bewußtseins der Nationen, und es
scheint, daß dieses heutzutage nicht mehr ertragen kann, unmoralisches
Verfahren mit großem dauernden Erfolg gekrönt zu sehen. Wir wollen demnach
gern glauben, daß Machiavell nicht mehr ganz Recht hätte, wenn er heute
schriebe, was er im Fürsten zu Anfang des IS. Kap. sagt: „Wie man wirk»
lich lebt, und wie man leben sollte, liegt in meinen Augen so weit von
einander ab, daß derjenige, welcher um dessentwillen, was eigentlich geschehen
sollte, das verabsäumt, was wirklich geschieht, eher seinen Untergang,
als seine Errettung erleben wird, insofern ein Mensch (und ein Staat), der
der Philippos 98) und dem Derdas, die sich gemeinsam gegen ihn
empörten, verbündet hatten. Zn seiner Furcht suchte er durch eine
Gesandtschaft nach Lakedämon den Athenern einen Krieg mit den
Peloponnesiern auf den Hals zu ziehen, und die Korinther brachte er
wegen des Abfalls von Potidäa auf seine Seite ^). Auch die
Chalkidäer und Bottiaer auf der Thrakischen Gränze suchte er abtrünnig
zu machen, in der Meinung, daß er in Verbindung mit diesen seinen ^{3 4 5}
Gränznachbarn den Krieg leichter werde durchführen können. Die
Athener aber merkten dies, und um dem Abfall der Städte
zuvorzukommen, so gaben sie den Anführern der Flotte, welche unter
Archestratos, des Lykomedes' Sohn, und noch zehn Anderen auf dreißig
Fahrzeugen tausend Schwerbewaffnete gegen den Perdikkas
führen sollte, und die eben zum Auslaufen bereit lag, den Auftrag, von
den Potidäern Geißeln zu nehmen, ihre Mauer niederzureißen und
aus die benachbarten Städte ein wahcsames Auge zu haben, um
ihren Abfall zu verhindern.

Es war gleich nach der Seeschlacht bei Kerkyra, als sich
die Athener zu diesem Schritt gegen Potidäa entschlossen;
denn schon damals waren die Korinther ihre ausgesprochenen
Feinde, und auch ihr bisheriger Freund und Bundesgenosse,
König Perdikkas von Makedonien, der Sohn Alexanders, hatte
sich mit ihnen überworfet, weil sie mit seinem Bruder Philipp
und mit Derdas, seinen gemeinsamen Gegnern, ein Bündnis
geschlossen hatten. In seiner Besorgnis knüpfte Perdikkas
überall Verhandlungen an, schickte Gesandte nach Lakedämon,
um im Peloponnes gegen Athen zu schüren, brachte die Ko­
rinther, denen es um den Abfall von Potidäa zu tun war,
auf seine Seite und suchte auch die Chalkidier und Bottiaier
im thrakischen Küstenlande zum Abfall zu bewegen, in der
Hoffnung, im Bunde mit diesen seinen Nachbarn den Krieg
leichter bestehen zu können. Die Athener aber, die dahinter­
gekommen waren, wollten dem Abfall der Städte vorbeugen,
und da grade dreißig Schiffe und tausend Hopliten unter
Archestratos, Lykomedes' Sohn, und zehn anderen nach Make- .
donien abgehen sollten, wiesen sie die Befehlshaber der Schiffe
an, sich in Potidäa Geiseln geben und die Mauer abbrechen
zu lassen, auch auf die anderen Städte dort ein wachsames
Auge zu haben, um deren Abfall zu verhüten.

LVII. Il y avait été déterminé par l’alliance que les Athéniens avaient contractée avec Philippe, son frère, et avec Derdras, qui lui faisaient la guerre de concert. Comme il n’était pas sans crainte, il envoya des députés à Lacédémone pour déterminer un conflit entre les Athéniens et les Péloponnésiens ; il se concilia les Corinthiens, en vue de la défection de Polidée ; en même temps il fit des propositions aux Chalcidéens et aux Botliéens, qui habitent les confins de la Thrace, pour les entraîner dans le soulèvement ; car il espérait avec l’alliance de ces peuples, qui confinaient à son royaume, lutter avec plus d’avantage contre les Athéniens. Ceuxci, informés de ces démarches, résolurent de prévenir la défection des villes ; comme ils se trouvaient alors envoyer contre Perdiccas trente vaisseaux et mille hoplites, sous les ordres d’Archestrate, fils de Lycomède, et de dix autres généraux, ils prescrivirent aux commandants des vaisseaux de prendre des otages à Potidée, de raser la muraille et de surveiller les villes voi- sines, pour empêcher leur défection.

[5] and, furthermore, he made overtures to the Chalcidians of Thrace and the Bottiaeans to join in the revolt, thinking that if he had as allies these countries, which bordered on his own, it would be easier, in conjunction with them, to carry on the war.

[6] But the Athenians became aware of these designs, and wishing to forestall the revolt of the cities, ordered the commanders of their fleet (since they happened to be sending against the country of Perdiccas thirty ships and a thousand hoplites under the command of Archestratus son of Lycomedes and four others) to take hostages of the Potidaeans and pull down their wall, and also to keep a watch upon the neighbouring towns and prevent them from revolting.

[6] The Athenians perceiving these things, and wishing to anticipate the revolt of the cities, as they happened to be sending out thirty ships and a thousand heavy-armed against his country, with Archestratus, the son of Lycomedes, as general with ten others, gave orders to the commanders of the fleet to take hostages of the Potidaeans, and throw down the wall, and keep a watchful eye over the neighbouring cities, to prevent their revolting.

Athenienses, et harum civitatum defectionem praeoccupare vellent (triginta enim tum naves et mille gravis armaturae milites in ejus agrum miserant, praefecto Archestrato Lycomedis filio, cum decem aliis collegis,) mandarunt navium praefectis, ut et obsides a Potidaeatis caperent, et iirbis muros demolirentur, et accurate caverent, ne proximae civitates defectionem facerent.

Tali precauzioni presero gli Ateniesi contro i Potideati subito dopo la battaglia navale di Corfù, perchè i

Corintii erano in manifesta rottura con loro, e Perdicca, figliolo di Alessandro, re dei Macedoni, fino allora alleato ed amico loro, si era fatto nemico, per avere essi fatto lega con Filippo suo fratello e con Derda , che d’ accordo lo contrariavano. Impaurito di questa lega egli si adoprava con ambascerie a Sparta perchè si rompesse la guerra tra i Peloponnesi e gli Ateniesi, e si ingegnava di conciliarsi i Corintii per facilitare la ribellione di Potidea. Proponeva inoltre ai Calcidesi ed ai Bottiesi di Tracia di unirsi alla ribellione, avvisando che coll’alleanza di questi luoghi coi quali confinava, troverebbe, sostenuto da loro, minori difficoltà nella guerra contro gli Ateniesi. Questi n’ebbero sentore ; e come erano in su lo spedire contro gli stati dello stesso Perdicca trenta navi con mille soldati di grave armatura, sotto la condotta di Archestrato figliolo di Licomede e di altri dieci ; per prevenire la ribellione delle città commettono a cotesti capitani della flotta di impossessarsi degli ostaggi, demolir le fortificazioni, ed aver l’occhio alle vicine città per impedir che si ribellassero.
