[1]

Popilius, too, and the embassy which had been sent to Antiochus returned to Rome. They reported that the disputes between the kings had been settled and the army led out of Egypt into Syria.

[2] Afterwards the envoys of the kings themselves arrived. Antiochus' envoys reported that to the king peace had seemed preferable to any conquest, since it was the wish of the senate, and that Antiochus had obeyed the orders of the Roman envoys as if they had been gods.

[3] Then they presented congratulations on the victory, to which the king would have contributed his aid, they said, if any demand had been made upon him.

[4] Ptolemy's envoys ¹ offered thanks in the names of the king and Cleopatra together;

[5] they owed, they said, more to the Roman senate and people than to their own parents, more than to the immortal gods, since they had been freed by the Romans from a most wretched state of siege, and had recovered the ancestral kingdom which they had almost lost.

The senate's reply to Antiochus was that he had ² done what was right and proper in obeying the envoys, and that the Roman senate and people were pleased.

[7] To the king and queen of Egypt, Ptolemy and Cleopatra, the reply was that the senate was very happy if by its agency something good and beneficial had come to pass, and that the senate would use its best efforts to convince them that the greatest bulwark of their reign was founded on the good faith of the Roman people.

[8] Instructions were given to Gaius Papirius the praetor that he should see that the customary presents were sent to the envoys.

[9] Despatches from Macedonia were then introduced, calculated to redouble the rejoicing over the victory; they reported that King Perseus was a prisoner of the consul.

[10] After the royal embassies were dismissed, a dispute was heard between envoys from Pisa and from Luna. ³ The Pisans complained that Roman colonists were driving them off their land, whereas the men of Luna declared that the land in question had been assigned to them by the board of three.

[11] The senate sent five men to investigate the facts about the boundary and make a decision, namely, Quintus Fabius Buteo, Publius Cornelius Blasio, Titus Sempronius Musca, Lucius Naevius Balbus, and Gaius Apuleius Saturninus.

[12] From the brothers Eumenes, Attalus, and Athenaeus a joint embassy of congratulation on the victory arrived. ⁴ When Masgaba, too, the son of King Masinissa, landed from his ship at Puteoli, he was met by Lucius Manlius the quaestor who had been sent with money to meet him, to escort him at public expense to Rome. On Masgaba's arrival, a ⁵ meeting of the senate was at once held for him.

[13] There the young man spoke so as to make matters pleasing by their nature even more pleasing by his words. He recalled how much infantry and cavalry, how many elephants, and how much grain his father had sent to Macedonia during those four years.

[14] He said that there were two matters which brought a blush to his father's cheeks: first, that the senate had requested through envoys what they needed for the war, and had not ordered it, and secondly, that they had sent him money for the grain.

[15] Masinissa remembered, said his son, that he held a kingdom won by the Roman People, and that they had increased it and made it many times as great; he was satisfied with the usufruct of the kingdom, and knew that the ownership and title to it were vested in those who had given it.

[16] Therefore it was right that they should claim what they wished from him, not request it, nor buy the products of his country that sprang from a soil that was their own gift. Masinissa was and would be satisfied with what the Roman People did not need.

[17] After Masgaba had set out with this message, he said, horsemen had overtaken him to report that Macedonia had been conquered and to bid him congratulate the senate and point out to them that his father was so rejoiced over this event that he wished to come to Rome and offer sacrifice and thanksgiving to Jupiter, Greatest and Best, on the Capitol; he requested permission from the senate to do this, if they had no objection.

[1]

Popilius, with his colleagues in the embassy to Antiochus, returned to Rome, and gave information, that all disputes between the kings had terminated, and that the army had marched out of Egypt into Syria.

[2] Soon after, ambassadors arrived from the kings themselves. Those of Antiochus represented, that

their king had considered a peace, which was agreeable to the senate, as preferable to a victory, how complete soever, and had, accordingly, obeyed the order of the Roman ambassadors, as implicitly as if it had been a mandate of the gods.

[3] They then offered his congratulations on their victory,

to which,

they said,

the king would have contributed with

[4]

his utmost power, if any commands to that effect had been given him.

[5] The ambassadors of Ptolemy, in the joint names of that prince and Cleopatra, presented their thanks, acknowledging that

they were more indebted to the senate and people of Rome than to their own parents, more than to the immortal gods;

[6]

since through their intervention they had been relieved from a most distressing siege, and had recovered the kingdom of their fathers, when it was almost entirely lost.

[7] The answer given by the senate was that

Antiochus had acted rightly and properly, in complying with the demand of their ambassadors; and that his conduct was pleasing to the senate and people of Rome.

To Ptolemy and Cleopatra, king and queen of Egypt, they answered, that

the senate rejoiced very much, that any benefit or advantage had accrued to the Egyptian monarchs, through their instrumentality;

[8]

and would take care, that they should always have reason to consider, that the strongest bulwark of their kingdom lay in the protection of the Roman people.

[9] Caius Papirius, the praetor, was commissioned to send the usual presents to the ambassadors.

[10] A letter now arrived from Macedon, which doubled the public joy, as it brought information that

king Perseus was in the hands of the consul.

After the ambassadors were dismissed, a controversy between deputies from Pisa and others from Luna came on;

[11] the former, complaining that they were dispossessed of their lands by the Roman colonists; while the latter insisted that the lands in question had been marked out to them by the triumvirs. The senate sent five commissioners to examine and fix the boundaries, Quintus Fabius Buteo, Publius Cornelius Blasio, Tiberius Sempronius Musca, Lucius Naevius Balbus, and Caius Apuleius Saturninus.

[12] A joint embassy from the three brothers, Eumenes, Attalus, and Athenaeus, came with congratulations on the victory; and Masgaba, son of king Masinissa, having landed at Puteoli, Lucius Manlius, the quaestor, was immediately despatched with money to meet him, and conduct him to Rome at the public expense.

[13] An audience of the senate was immediately given him on his arrival. This young prince spoke in such a manner that he made services, which were meritorious in themselves, still more gratifying. He recounted what numbers of foot and horse, how many elephants, and what quantities of corn his father had sent into Macedon in aid of the Romans during the last four years.

[14]

But there were two things,

he said,

that made him blush; one, the senate having sent by their ambassadors a request, instead of an order, to furnish necessaries for their army; the other, their having sent money in payment for the corn.

[15]

Masinissa well remembered that the kingdom which he held had been acquired, and increased, and multiplied by the Roman people; and contenting himself with the management of it, acknowledged the right and sovereignty to be vested in those who granted it to him.

[16]

It was just, therefore, to take, and not to ask from him nor purchase, any of the produce of lands made over by themselves. Whatever remained, after supplying the Roman people, would be fully sufficient for Masinissa.

[17] That with these instructions he parted with his father; but he was afterwards overtaken by some horsemen, who announced to him the conquest of Macedon, with directions to congratulate the senate, and acquaint them that his father felt so much joy at that circumstance, that he wished to come to Rome, and in the Capitol to offer thanks to Jupiter supremely good and great. He requested, therefore, that if it were not disagreeable, the senate would give him permission to do so.

[1]

The commissioners who had been sent to Antiochus returned to Rome, and Popilius informed the senate that the differences between the kings had been adjusted and the army had returned to Syria.

[2] Afterwards envoys from the monarchs themselves arrived. Those from Antiochus assured the senate that their king regarded the peace which the senate had imposed as preferable to any victory, and had obeyed the instructions of the Roman commissioners just as though they had been the commands of the gods.

[3] They then offered their congratulations on the victory, which they said the king would have done his utmost to further had any

[4] orders been given him to that effect.

[5] The envoys from Ptolemy returned thanks in the name of the king and Cleopatra; they were more indebted to the senate and people of Rome than to their parents or to the immortal gods, for it was through them that they had been delivered from the miseries of a siege and had recovered the throne when it was all but lost.

[6] The senate replied that Antiochus had done what was right and proper in obeying the commissioners, and this was a source of gratification to the senate and citizens of Rome;

[7] as regards the Egyptian monarchs, Ptolemy and Cleopatra, whatever benefit and advantage had been gained through their action was a cause of rejoicing to the senate, and they would make it their business to see that the two

[8] monarchs should always look upon the people of Rome as the most secure and trustworthy protectors of their kingdom.

[9] C. Papirius was charged with the task of sending the customary presents to the envoys.

Their departure was followed by the arrival of deputations from Pisae and Luna, who had a dispute.

[10] The Pisans complained that they had been expelled from their territory by the Roman colonists; those from Luna asseverated that the land in question had been assigned to them by the commissioners who settled the colony.

[11] The senate sent five commissioners to investigate the facts and fix the boundaries-namely, Q. Fabius Buteo, P. Cornelius Blasio, T. Sempronius Musca, L. Naevius Balbus and C. Apuleius Saturninus. A joint deputation from Eumenes and the brothers Attalus and Athenaeus also came to offer their congratulations on the victory.

[12] Masgaba, the son of Masinissa, had landed at Puteoli, and the quaestor L. Manlius was sent with a sum of money to meet him and conduct him to Rome at the expense of the State. Immediately on his arrival in Rome the senate granted him an audience.

[13] The young prince spoke in such a way as to make the matter of his speech still more welcome by the way he put it. He stated the force of cavalry and infantry, the number of elephants, the quantity of corn which his father had sent to Macedonia during the last four years.

[14] Two things made him blush; one was that the senate through their ambassadors had requested him instead of commanding him to furnish what was necessary for the war, the other was that they had sent money to pay for the corn.

[15] Masinissa, he said, had not forgotten that it was to the Romans that he owed his kingdom and the subsequent extension of it; he was quite contented with enjoying the usufruct of it and was fully aware that the proprietary remained with those who gave it to him.

[16] He thought it only right that they should take and not ask or pay for the produce of the soil which they had given. What was over and above the requirements of the people of Rome would be amply sufficient for him.

[17] He then informed the senate that after leaving his father with these instructions he was overtaken by mounted messengers who informed him of the final defeat of Macedonia and brought an order for him to offer his father's congratulations to the senate, and to say that he was so rejoiced at this that he wished to go to Rome and offer sacrifices and thanksgivings in the Capitol if the senate would give him permission.
