[9] Everybody must praise Epameinondas for being the most famous Greek general, or at least consider him second to none other. For the Lacedaemonian and the Athenian leaders enjoyed the ancient reputation of their cities, while their soldiers were men of a spirit, but the Thebans, whom Epameinondas raised to the highest position, were a disheartened people, accustomed to obey others.
