[3] Before the battle which the Thebans fought with the Lacedaemonians at Leuktra, and the foundation of the present city of Messene under Ithome, I think that no city had the name Messene. I base this conclusion principally on Homer’s lines.

In the catalogue of those who came to Troy he enumerated Pylos, Arene and other towns, but called no town Messene. In the
Odyssey he shows that the Messenians were a tribe and not a city by the following:
“For Messenian men carried away sheep from Ithaca.”
