[49] Lonchates in the meantime entered Bosporus unrecognised, approached the king while he was attending to a matter of government, and said that he came with a message from the Scythian commonwealth, but also in his private capacity brought him important news. When he was bidden to speak, he said: ‘The Scythians make one of their ordinary, every-da’ requests, that your herdsmen shall not encroac upon the plain but shall graze only as far as the stony ground; and they say that the cattle-lifters whom you charge with overrunning your country are not sent out by order of the state but steal for profit, each on his own account; if any one of them should be captured, you have full authority to punish him. That is their message.

[49] Meanwhile, Lonchates arrived unknown in Bosphorus, and presented himself co the king, who was occupied at the moment in affairs of state. ‘I come,’ he said, ‘on public business from Scythia: but I have also a private communication of high import to make to your Majesty.’? The king bade him proceed.

'As to my public errand, it is the old story: we protest against your herdsmen’s crossing the Rocks and encroaching on the plains. And with reference to the robbers of whom you complain, I am instructed to say that our government is not responsible for their incursions, which are the work of private individuals, actuated merely by the love of booty; accordingly, you are at liberty to punish as many of them as you can secure.

[49] Lonchates made his way to the Bosporos incognito, and presented himself before the king, who was engaged in affairs of state, saying that he came as a public emissary from Scythia, but brought also private news of great moment to the king. When he was bidden speak, he said: "The Scythians make this public and open demand: that your herdsmen will not cross over into our plains, but pasture their flocks only to the end of the rocky ground. And they deny that the plunderers of whose incursions into your country you complain were sent out with the general consent, but declare that each of them carries on his robbery for his own private advantage; and that if one of them should be caught you are authorized to punish him. This is their communication.
