[1] Now notwithstanding, men of Lacedaemon, that this city, your adversary, be such as we have said, yet you still delay time, not knowing that those only are they to whom it may suffice for the most part of their time to sit still who, though they use not their power to do injustice, yet bewray a mind unlikely to swallow injuries, but placing equity belike in this, that you neither do any harm to others nor receive it in defending of yourselves.

[2] But this is a thing you hardly could attain, though the states about you were of the same condition. But, as we have before declared, your customs are in respect of theirs antiquated;

[3] and of necessity, as it happeneth in arts, the new ones will prevail. True it is that for a city living for the most part in peace, unchanged customs are the best; but for such as be constrained to undergo many matters, many devices will be needful. Which is also the reason why the Athenian customs, through much experience, are more new to you than yours are to them.

[4] Here, therefore, give a period to your slackness and by a speedy invasion of Attica, as you promised, relieve both Potidaea and the rest, lest otherwise you betray your friends and kindred to their cruelest enemies, and lest we and others be driven through despair to seek out some other league.

[5] Which to do were no injustice neither against the Gods, judges of men's oaths, nor against men, the hearers of them. For not they break the league who being abandoned have recourse to others, but they that yield not their assistance to whom they have sworn it. But if you mean to follow the business seriously, we will stay;

[6] for else we should do irreligiously, neither should we find any other more conformable to our manners than yourselves.

[7] Therefore, deliberate well of these points, and take such a course that Peloponnesus may not by your leading fall into worse estate than it was left unto you by your progenitors.

[1] Such is Athens , your antagonist. And yet, Lacedaemonians, you still delay, and fail to see that peace stays longest with those, who are not more careful to use their power justly than to show their determination not to submit to injustice. On the contrary, your ideal of fair dealing is based on the principle that if you do not injure others, you need not risk your own fortunes in preventing others from injuring you.

[2] Now you could scarcely have succeeded in such a policy even with a neighbor like yourselves; but in the present instance, as we have just shown, your habits are old-fashioned as compared with theirs.

[3] It is the law as in art, so in politics, that improvements ever prevail; and though fixed usages may be best for undisturbed communities, constant necessities of action must be accompanied by the constant improvement of methods. Thus it happens that the vast experience of Athens has carried her further than you on the path of innovation.

[4] Here, at least, let your procrastination end. For the present, assist your allies and Potidaea in particular, as you promised, by a speedy invasion of Attica , and do not sacrifice friends and kindred to their bitterest enemies, and drive the rest of us in despair to some other alliance.

[5] Such a step would not be condemned either by the gods who received our oaths, or by the men who witnessed them. The breach of a treaty cannot be laid to the people whom desertion compels to seek new relations, but to the power that fails to assist its confederate.

[6] But if you will only act, we will stand by you; it would be unnatural for us to change, and never should we meet with such a congenial ally.

[7] For these reasons choose the right course, and endeavor not to let Peloponnese under your supremacy degenerate from the prestige that it enjoyed under that of your ancestors.’

„Obwohl euch also ein solcher Staat feindlich gegenübersteht,
ihr Lakedämonier, so zaudert ihr noch und wollt nicht glauben, daß
nur diejenigen auf die Dauer sich der Ruhe erfreuen, welche zur
Abwehr gerüstet zwar Gerechtigkeit üben, aber auch sich sichtlich
entschlossen zeigen, kein Unrecht gegen sich zuzulassen; aber ihr glaubt das
Rechte zu thun, wenn ihr Andern kein Leids zufügt und euch nur dann
vertheidigt, wenn es ohne jede Gefahr für euch geschehen kann. Das
möchte euch jedoch selbst dann kaum zu Theil werden, wenn ihr einen
gleichgesinnten Staat zum Nachbar hättet. Für die jetzigen
Verhältnisse aber sind eure Grundsätze gegenüber jenen ganz veraltet, wie wir
bereits gezeigt haben. Wie aber in Künsten und Gewerben immer das
Neue den Sieg davon trägt, so ist es auch hier. Zwar ist es einem
Staate in den Zeiten der Ruhe das Beste, an seine Gesetze nicht zu
rühren; wenn aber die Umstände zu allerlei Unternehmungen zwingen,
so muß man sich auch in der Gesetzgebung zu manchen Neuerungen
bequemen, weßhalb denn auch die Verfassung der Athener, die so
Manches versucht haben, weit mehr als die eurige abgeändert wurde. So
laßt es jetzt einmal eurer Langsamkeit genug sein, und kommt, wie
den Andern, so auch den Potidäern, wie ihr versprochen habt,
schleunigst zu Hilfe, indem ihr in Attika einfallet, damit ihr nicht schuldig
werdet, befreundete und stammverwandte Männer ihren erbittertsten
Feinden preisgegeben zu haben, und damit ihr uns Uebrige nicht
nöthiget, in Mutlosigkeit unS einer anderen Bundesgenossenschaft
zuzuwenden. Und damit würden wir fürwahr weder vor den
eidbewachen den Göttern, noch vor verständigen Menschen Unrecht begehen; denn
nicht die brechen den Bund, welche aus Verlassenheit sich Andern
zuwenden, sondern die den Bundesgenossen die zugeschworne Hilfe nicht
leisten. Wollt ihr uns aber Gehör geben, so bleiben wir bei euch; denn
dann würden wir nichts den Göttern Wohlgefälliges thun, wenn wir
die Bundesfreunde wechseln, und könnten auch keine anderen finden,
die in der Gesinnung mehr zu uns stimmten. Darüber nun berathet
wohl und seid bedacht, daß ihr den Peloponnes unter eurer
Anführung nicht schwächer werden lasset, als die Väter ihn euch übergeben
haben."

„Solcher Stadt gegenüber, Lakedämonier, verzichtet ihr
auf jede aktive Politik und wollt nicht glauben, daß man
niemand lieber in Ruhe läßt als einen schlagfertigen Gegner,
der selbst niemand zu nahe tritt, aber zeigt, daß er gegebenen­
falls den Krieg nicht fürchten wird. Ihr möchtet selbst niemand
angreifen, aber einen feindlichen Angriff ohne Schaden bestehen
können und dabei beidem zugleich gerecht werden. Aber daS
wird euch schwerlich gelingen, selbst wenn eure Herren Nachbarn
ebenso dächten. Augenblicklich sind, wie schon gesagt, eure Ein­
richtungen ihnen gegenüber völlig veraltet. Wie in technischen
Betrieben, so läuft man mit den neuesten Erfindungen anderen
eben überall den Rang ab. In Zeiten politischen Stillebens
hat es ja viel für sich, an den bestehenden Einrichtungen nicht
zu rütteln; sieht man sich aber dann mit einmal vor eine Fülle
neuer Aufgaben gestellt, so wird es unvermeidlich, hie und da
die bessernde Hand anzulegen. Darum ist es auch bei den
rührigen Athenern weit mehr zu Neuerungen gekommen als
bei euch. Laßt es also endlich mal mit eurem Zuwarten genug
sein und kommt euren Freunden, namentlich, wie ihr es ver­
sprochen habt, Potidäa zu Hilfe. Fallt unverzüglich nach Attika
ein, um nicht eure Freunde und Stammesgenossen ihren ärgsten
Feinden preiszugeben und uns alle zu nötigen, uns aus Ver­
zweiflung nach neuen Bundesgenossen umzusehen. Weder in
den Augen der Götter unseres Bundes noch nach dem Urteil
einsichtiger Menschen würden wir damit ein Unrecht tun. Denn
nicht wer sich in der Not nach neuer Hilfe umsieht, sondern
wer seinen Bundesgenossen in der Not im Stich läßt, ist der
Bundbrüchige. Wollt ihr uns helfen, so bleiben wir; denn
dann wäre es gegen unser Gewissen, die Farbe zu wechseln,
würden wir doch auch niemand finden, mit dem wir lieber
gingen als mit euch. Das also überlegt euch und hütet euch,
den Peloponnes unter eurer Herrschaft schwächer werden zu
lassen, als ihr ihn von euren Vätern überkommen habt."

« Et c’est en présence de tels antagonistes que vous vous croisez les brasl Vous ne croyez pas que le meilleur moyen d’assurer la paix soit de se préparer à la guerre tout en respectant la justice, tout en se montrant résolu à ne pas endurer un affront. Pour vous l’équité consiste à ne pas offenser les autres et à ne pas vous exposer pour votre propre défense. Vous y réussiriez à peine, si vous aviez des voisins qui vous ressemblassent; mais, nous venons de le dire, vos principes sont surannés en comparaison de ceux d’Athènes. Or il en est de la politique comme des arts ; ce sont toujours les nouveaux procédés qui prévalent. Pour une ville pacifique, rien de mieux que l’immobilité; mais, quand on est forcé de faire face de plusieurs côtés à la fois, il faut être fécond en ressources. Voilà pourquoi la politique des Athéniens, avec leur humeur aventureuse, a admis plus d’idées neuves que là vôtre.

Que ce soit donc ici le terme de vos lenteurs. Fidèles à vos promesses, marchez à la défense des Potidéates et de vos autres alliés, en entrant sans retard en Attique ; n’abandonnez pas des amis et des frères à d’implacables ennemis, ne nous réduisez pas à nous jeter, en désespoir de cause, dans les bras d’un autre peuple. Il n’y aurait là de notre part aucune injustice, ni devant les dieux qui reçurent nos serments, ni devant les hommes de sens; car les violateurs de la foi jurée ne sont pas ceux qui, abandonnés à eux-mêmes, cherchent asile et protection, mais ceux qui délaissent leurs confédérés. Si vous montrez de la bonne volonté, nous resterons avec vous; aussi bien ne ferions-nous pas une action louable en changeant d’alliés, et nous n’en pourrions trouver de plus sympathiques. Là-dessus délibérez avec sagesse, et faites en sorte que, sous votre suprématie, le Péloponèse ne descende pas du rang où vos ancêtres l'ont placé. »

[1] "And yet, although you have such a state ranged against you, O Lacedaemonians, you go on delaying and forget that a peaceful policy suffices long only for those who, while they employ their military strength only for just ends, yet by their spirit show plainly that they will not put up with it if they are treated with injustice; whereas you practise fair dealing on the principle of neither giving offence to others nor exposing yourselves to injury in self-defence.l But it would be difficult to carry out such a policy successfully if you had as neighbour a state just like yourselves;

[3] But in politics, as in the arts, the new must always prevail over the old. It is true that when a state is at peace the established practices are best left unmodified, but when men are compelled to enter into many undertakings there is need of much improvement in method. It is for this reason that the government of the Athenians, because they have undertaken many things, has undergone greater change than yours.

[4] "Here, then, let your dilatoriness end; at this moment succour both the Potidaeans and the rest of your allies, as you promised to do, by invading Attica without delay, that you may not betray your friends and kinsmen to their bitterest enemies, and drive the rest of us in despair to seek some other alliance.

[5] If we took such a course we should be committing no wrong either in the sight of the gods we have sworn by or of men of understanding; for treaties are broken not by those who when left unsupported join others, but by those who fail to succour allies they have sworn to aid. But if you mean to be zealous allies we will stay;

[6] for in that case we should be guilty of impiety if we changed our friends, nor should we find others more congenial.

[7] In view of these things, be well advised, and make it your endeavour that the Peloponnesian league shall be no weaker under your leadership than when you inherited it from your fathers."

[4] Hactenus igitur haec vestra tarditas progressa terminetur; nunc vero quum aliis, tum etiam Potidaeatis, quemadmodum recepistis, opem ferte , in Atticam celeritate, quanta maxima potestis, irrumpentes, ne viros vobis amicos atque cognatos infensissimis prodatis, neve nos ceteros prae desperatione ad aliquam aliam societatem compellatis.

[5] Qua in re nullum esset peccatum nostrum neque in deos foederum conscios, neque adversus homines, quos ea tangunt; solvunt enim foedera non qui destituti ad alios se convertunt, sed qui opem non ferunt quibuscum jurarunt.

[6] Sed si vos animis promptis esse voletis, in ftedere permanebimus; nec enim pie faceremus, si permutata societate vos desereremus, nec alios majore, quam vos estis, familiaritate nobiscum conjunctos inveniremus.

[7] Ad hsec diligenter consultate, dateque operam, ut Peloponneso ita prositis,ut imperium non minus relinquatis, quam quale majores vestri vobis tradidere. »

« E nondimeno con a fronte una città di tal fatta, voi, o Lacedemoni, temporeggiate, e credete che tranquillità lungamente non duri presso que’ popoli i quali, tuttoché coi loro apparecchi di guerra non oltrepassino i termini del dovere, pure chiaramente dimostrano che non patiranno d’essere offesi : anzi ponete l’equilibrio politico nel non molestare gli altri, e nel non sopportare danni in caso di rispingerli ; ciò che potreste appena conseguire se aveste a confine una Repubblica che a questa vostra rassomigliasse. Ma oggirnai, come abbiamo testé dimostrato , le vostre maniere dirimpetto agli Ateniesi sono di usanza antica : ora è forza , siccome avviene nelle arti, che a mano a mano la vinca il costume più recente. E per citta tranquilla ottime sono costumanze invariabili : ma in quella ove sia necessario andare incontro a molti pericoli, abbisognano anche molti nuovi artifici. Però lo stato degli Ateniesi esercitato in molte prove, si è più rinnovato del vostro. Qui dunque finisca la vostra lentezza: anzi adesso, conforme lo avete promesso, soccorrerete gli altri ed anche i Potideati assaltando prontamente l’Attica, per non abbandonare a? più fieri nemici gente vostra amica, e del medesimo sangue, e non far si che noialtri per lo scoraggiamento ci rivolgiamo ad altra lega. Lo che facendo, non commetteremmo ingiustizia veruna , nè in faccia agli Dei invocati nei giuramenti, nè in faccia agli uomini di senno: perchè non rompono i patti quei che abbandonati si accostano ad altri, ma coloro che non aiutano quelli coi quali giurarono alleanza. Nulladimeno se vorrete darvene cura resteremo uniti con voi ; conciossiachè mutando parte, nè opereremmo onestamente, nè troveremmo altrove maggior conformità di costumi: però risolvete bene, e date opera che non vi tocchi a governare il Peloponneso più angusto di quel che ve lo consegnarono i padri ».
